The think-tank of the DAGeV

The mental factory of the German-Afghan Society compiles political, social and economic draughts for the relations between the Federal Republic of Germany and Afghanistan. Carl-Georg Graf von Buquoy was born in 1961 in Bonn. After graduating from high school in Bonn, he studied mechanical engineering at the RWTH Aachen with the supply of internal combustion engines. While studying, he wrote a term paper at General Motors in Detroit.

After completing his studies, he moved to Daimler-Benz in Düsseldorf in 1992, where he initially worked as an assistant to the plant manager before going through the Customer Service and Advance Sales departments.

Following his Part-Time MBA (Leeds-Bradford) from 1994 to 1996, he left Daimler-Benz to start up the consulting firm Unicorn Consultants, which deals with demands of corporate and leadership culture.

After more than 10 years, he switched to renewable energies in 2009 to plan and build photovoltaic systems. Carl-Georg Buquoy has been with the EnergyAgency.NRW since 2013, where he is responsible for the field of photovoltaics, which has the task of better establishing photovoltaics in NRW and improving the state of knowledge of photovoltaics.

For over 20 years the lawyer Dr. Christian Gloria with the main focus acts in the German and international enterprise and society right. The creation of social contracts and the company of enterprise purchases belong to it also like the risk check according to Due Diligence (DD). Beside this activity area deals Dr. Gloria with the right of the unfair competition (UWG), the cartel right and the building law.

Since 1985 is Dr. Gloria of scientific employees in the chair of public right IV – international law – the Ruhr-Universität.1987 he was conferred a doctorate with a doctoral thesis with Knut Ipsen. His thesis was valued by the law school of the Ruhr university of Bochum with summa cum laude and was distinguished in 1988 with the university price.

Moreover, Dr. Gloria is since 2012 managers of the ORC trade association an inc. in which all over the country planners, manufacturers and operators of ORC arrangements as well as representative from science and research join to support an intensive exchange of views and exchange of information on the innovative and still relatively young efficiency technology ORC. As a manager of the all over the country operating association Dr. Gloria with all questions of the energy right is familiar. He holds within the scope of his activity for the ORC trade association also contacts with political decision makers.

Prof. Dr. Stefan Heinemann is a studied philosopher and theologian and professor for general business administration and economic ethics at the college FOM. He knows the heights and depths of enterprise responsibility and disposes of international experience in apprenticeship and research. Moreover, Prof. Dr. Heinemann deputy rector is cooperations at the college FOM for the area. Among other things he accompanies the international exchange to industry 4.0 between Germany and China.

As a scientist Prof. Dr. Heinemann focuses the areas of Economic ethics and enterprise ethics in different areas, disruptives management as well as public management / university management. He is among other things a member in the working group “College” of the UNESCO decade „education für sustainable development“, member in the strategy advisory board of the federal initiative BDA/BDI „future MINT create“, member in the board of directors of the Cologne science round and member of the scientific advisory board of the university competence centre accountancy at the university of Duisburg-Essen. Besides, he is a chairperson of the scientific advisory board of the future institute health.

Prof. Dr. Heinemann is a speaker of the university area open college as well as lastingness representative. He is engaged scientific co-manager in the ifpm institute of public management, ladder of the research group „Ethics of the health economy & medicine ethics“ in the ifgs institute of health & social and as a professional advisory board in various research institutions and educational institutions. Thus he is represented possibly in the interdisciplinary research group Economic ethics at the university of Duisburg-Essen as a constant member.

Prof. Dr. Engineer Hans Jacobi is president of the society is for mining, metallurgy, raw material technology and environmental technology (GDMB) and manager of the Jacobi & Parnter Industieberatung GmbH. Before it was many years in responsible positions in the industry, at last as a chairman of the board of a corporation for services, arrangements and machines. For this enterprise he built up the international business.

His main focuses in the consultation business are the construction of enterprise and distribution structures for western companies, the organisation and strategy consultation, the coaches and discussed of managers and boards of directors as well as the Recruitment of managers, boards of directors and supervisory boards.

Prof. Dr. Engineer Jacobi holds a fee professor in Aachen RWTH, gives lectures on the subject risk management and leads seminars on the subject Russia. Besides, he is a member on the adviser’s network for the middle-class economy (IBWF) and projects as a president to the executive committee of the ORC trade association.

The famous journalist and journalist studied in Tübingen, Berlin and Mannheim political sciences, history and sociology. In 1973 Dr. Richard Kiessler did a doctorate to the PhD at the university of Tübingen.

His journalistic main focuses lie with the foreign affairs and security policy. He worked first as a guest student and trainee with the newspaper “Die Welt”, the ARD news and the German press agency (DPA). For latter wurder he afterwards than editor in Dusseldorf and Bonn active. After a short time as a Bonn office leader of the German general Sunday sheet Dr. Kiessler of from 1979 to 1993 diplomatic correspondents became with the news magazine “Der Spiegel”. In 1994 he started the succession of Jens Feddersen as an editor in chief of the new Ruhr newspaper / the New Rhine newspaper (NRZ). From the end of 2007 Dr. Kiessler editor in chief and special correspondent was for foreign affairs in the media group WAZ. Since January, 2011 he is a free journalist.

Dr. Kiessler is a member of the German society for foreign politics as well as the Atlantic bridge inc.

Prof. Dr. Nürnberg studied Business with a minor in psychology.

For 20 years he has dealt with all facets of health management, HR policy and health care. Initially, he implemented concepts at statutory health insurance companies (as Managing Director of AOK and BKK until 2011), before taking over as Head of the Health Management division in 2012 as authorized signatory for the international consulting firm Mercer.

Since 2017 he has been a partner in the Department of Health Economics at the accounting, tax, consulting and business advisory firm BDO. In addition, he teaches, including internationally, at various universities (TU Munich) and is in several associations and supervisory boards (DAK-Gesundheit, Vitaliberty, etc).

He particularly advises on the topics of current health policy, human resource and health management and digitization. With over 500 lectures and 250 specialist articles, he is one of the most demanded health experts in Germany. Current reference customers 2018 are the leading physicians of BMW and MAN, St. Vinzenz Kliniken or Bertelsmann. This year he has already published an article in the magazine “ Das Krankenhaus” about the sickness absence rate in clinics and about data security. Furthermore he has written an article in the FAZ concerning the digital occupational health management and has published his book “Digitales Gesundheitsmanagement

Reinhard Paß

Reinhard Paß was born in 1955 in Lembeck in the district of Recklinghausen, Germany. Since 1963 he lives in Essen. He studied chemistry at the comprehensive university Essen and received the graduation as a degree engineer chemistry.

In 1983 Paß joined the Social Democratic Party of Germany. In 1994 he became a member of the council of the city of Essen and later also vice-chairman of the SPD in the city council of Essen.

From 1977 to 2009, Paß worked at DMT, where he was elected chairman of the works council in 2006. In 2009 the Essen citizens elected him as Lord Mayor City of Essen. This post held Paß until 2015.

His doctorate acquired Prof. Dr. Frank P. Schulte in the subject psychology at the engineer-scientific faculty of the university of Duisburg-Essen. Several years he taught and did research in the field general psychology: Kognition of the department for informatics and applied Kognitionswissenschaften. Besides he acted as a scientist in Erwin L. Hahn-Institute for Magnetic Resonance Imaging, to a neuro-scientific research institute in Essen.

Since 2011 the economic psychologist informs at the FOM university in Essen at which he has taken over in 2013 the scientific management of the school of dual studies and is involved in the „high-class network binary study“ of the German Founder’s Association.

Beside the apprenticeship of psychological bases and methods Prof. Dr. Schulte is also responsible for the coordination of research projects in eufom University. Moreover, he leads evaluation office of the FOM university in Essen and is, besides, a scientific leader of the competence centrum for didactics in the university apprenticeship for working persons.

Wahidullah Shahrani

Wahidullah Shahrani

Economist, former Minister of Mines of the Islamic Republic of Afghanistan

Wahidullah Shahrani was born in 1973 in Kabul. He holds a postgraduate degree in finance and banking from the United Kingdom of Great Britain and a postgraduate degree in economics from Pakistan. While living in the UK, he taught economics at Waltham Forest College and Richmond Upon Thames College. Shahrani also worked in currency trading with Thomas Cook, U.K.

Immediately before the takeover of the office as Deputy Afghan Minister of Finance in January 2005 Shahrani served as first Deputy Governor of the Central Bank, Da Afghanistan Bank. In this position, he was primarily responsible for budget, procurement and fiscal matters.

Until December 2008, Shahrani was a consultant to the President of Afghanistan for Finance and the Deputy Minister of Finance (Ministry of Finance). In these functions he was responsible for a whole series of complex and high-ranking political affairs. Shahrani was a key interlocutor for the international financial institutions and bilateral donors. At the end of December 2008, Shahrani took over the post of Minister of Commerce of the Republic of Afghanistan. He mainly assumed responsibility for the areas of trade, industry, investment, export promotion and the entire development of the private sector.

In 2010, Shahrani took over the post of Minister of Mines and Petroleum. At the time of his appointment, the Mining Ministry was considered as extremely corrupt. Shahrani therefore adopted a whole series of amendments, including an increase in the number of computers in the Ministry and the online publication of all mining contracts. Whereas previously the mining ministry saw a role for itself in the actual work of mining, Shahrani has envisioned the ministry more as a regulator.

Shahrani is regarded as a “reformer” by the Western authorities. He has a British passport and speaks English and Dari.

Abdul Hadi Arghandiwal was born in Kabul in 1952. He graduated from Ghazi High School in Kabul and did his Bachelor of Arts in economics in 1976. Arghandiwal was appointed as manager at the Ministry of Planning in 1977.

Arghandiwal was briefly Finance Minister before the Taliban seized power in Afghanistan. After the civil war broke out, he fled to Parkistan. Later, he went to the US for higher education, but returned to Afghanistan after his graduation. He was advisor to the president Hamid Karzai on tribal affairs. From 2010 to 2014, Arghandiwal was Minister of Economy of the Islamic Republic of Aghanistan.
